Director (Department of Budget)

Applications are invited from suitably qualified persons to fill a vacancy in the post of Director, Department of Budget in the Parliamentary Service of Ghana.

Job Summary:

To provide strategic direction towards the attainment of the objectives of the Department of Budget.

Responsibilities:

The Director, Department of Budget shall:

  • Advise on the formulation of policies on budget and Financial administration relating to Parliament and the Parliamentary Service.
  • Manage all issues relating to budget preparation, implementation and control of the Service.
  • Prepare annual revenue and expenditure budget.
  • Provide advice and guidance to the Management Committee on budgetary allocation, utilisation of funds, and drawing limits
  • Prepare periodic budget performance reports;
  • Ensure the consolidation of Service budgets and compliance to the principles of public financial management
  • Prepare a budget for the department for incorporation into the annual budget of the institution
  • Conduct performance appraisal for staff of the Department.
  • Lead the process of developing and implementing departmental strategic plans to be factored into Strategic Plan of the institution, Ensure safety  and health practices in the Department
  • Maintain a positive working relationship among staff of the Department and other Departments within the institution
  • Perform any other duties that may be assigned

Qualification/ Experience

  • A good first degree in Evonomics, Accounting, Finance, Planning, and Development studies or a relevant
    social science discipline from a recognised university with a minimum of ten (10) years post qualitication experience and a Master’s degree in the relevant subject with at least five (5) years in a senior management position in a Public Service institution.

OR

  • A good first degree and a Master’s degree in Accounting, Economics, Finance, Planning and Development Studies of a relevant discipline with at least five (5) years post Master’s degree qualitication experience in a senior management position in a Public Service institution.
  • In-depth knowledge in the Public Financial Management System of of Ghana.

Age Limit

Applicants should not be above fifty (50) years of age by the date of appointment to post
