The Council Of State Ghana is currently hiring for the job role of Director of Research and Technical Services. The purpose of this title is to provide leadership, technical and administrative direction in research and technical services for the achievement of the mandate of the council.
The Role:
- Reporting to the Executive Secretary of the organisation, the Director of Research and Technical Services will be responsible for designing and overseeing research projects, leading and mentoring staff, providing advice and guidance to colleagues and produce high-quality research outputs
- He/She will have a broad knowledge of research methodology and data analysis and be able to develpo innovative approaches to research, including raising funds for research and collaborating with relevant stakeholders for the conduct of research. He/She will be responsible for the development of the organisations strategic and operational plans, align them with the strategic objectives of the organisation and provide senior management team with expert technical advice.
- Plans, directs and organises the work of the Technical Services Directorate, monitors achievements against targets and integrate service delivery in the context of the organisations plan and oversees implementation
Duties:
- Provides inputs for the formulation of policies of the council
- Exercises oversight responsibility for the efficient and effective management of the resources in the Directorate
- Ensures the implementation of policies and programmes of the Directorate
- Directs the development of guidelines, standards and procedures for research and technical services
- Manages the establishment and maintenance of comprehensive disaggregated database on programmes and activities of the council
- Coordinates the identification of possible areas for research
- Coordinates the development of proposals and instruments for research
- Collaborates with relevant stakeholders for the conduct of research and provision of technical services
- Coordinates the monitoring and evaluation of the programmes and activities of the council
- Coordinates the compilation of periodic research and technical reports
- Makes sure the creation and management of a single information management repository within the council
- Ensures close collaboration with the other Directorates in the conduct of research and provision of technical services
- Coordinates the development and implementation of annual and other periodic plans of the council
- Ensures the development and implementation of annual and other periodic plans of the Directorate
- Oversees the preparation of the budget proposals of the Directorate for incorporation into the annual budget of the council
- See to the preparation and submission of annual and other periodic reports of the Directorate
- Makes sure of the implementation of performance management policy in the Directorate
- Supervises and appraises the performance of subordinate staff in the Directorate
Qualification & Competencies Required:
- A minimum of a master’s degree from an accredited tertiary institution in the social sciences, business administration, public administration or any related field
- At least of 10 years post-bachelor’s degree and relevant work experience, 5 years of which must be in a senior management position (Deputy Director or analogous) in a reputable institution
- Membership of a relevant professional body.
- Excellent leadership, networking, monitoring and management skills
- Good communication, interpersonal and presentation skills and the capacity to inspire and motivate
- Great negotiating, investigate, qualitative, quantitative, analytical, data management and monitoring and evaluation skills
- Fundraising, lobbying and resource mobilisation skills
- Very good knowledge of labour laws and regulations
- Good knowledge of international relations
- Extensive knowledge of financial, procurement, budgeting and auditing regulations
- Proficiency in relevant computer applications
- High integrity, confidentiality, fair and firm
