Tree Crops Development Authority (TCDA), an Agency under the Ministry of Food and Agriculture, is seeking to recruit suitably qualified, dynamic and accomplished Ghanaian professionals for the following position: Director of Operations

RESPONSIBLE TO : DEPUTY CHIEF EXECUTIVE OFFICER (OPERATIONS)
RESPONSIBLE FOR: OPERATIONAL LINE MANAGERS
JOB DESCRIPTION
• Serve as the technical coordinator for all operational activities and engagements on tree crops development.
OBJECTIVE
• Design and coordinate the operationalization of policies and programmes of the TCDA.
• Plan, design and implement strategies to develop and manage the mandated crops under the TCDA
DUTIES AND RESPONSIBILITIES
Value Chain Development
• Undertake value chain identification, development and upgrades of the individual tree crops
• Design and coordinate the implementation of value chain upgrading strategies, measures and activities
• Formalize the individual commodity value chains achieving strong market driven linkages between agribusiness producers, exporters, wholesalers, processors, retailers, consumers and other service providers
• Perform value chain appraisals for the mandated tree crops and prefer solutions
• Ensure upgrades of the private sector capacity to support the development of the value chains
Agribusiness, Agri-financing and Exports
• Develop business cases to stimulate private and public sector investment into the development of the mandated value chains
• Commodity specific de-risking strategies to stimulate private enterprise growth and investment into rural agriculture production of the mandated commodities
• Undertake simulations of export demands and initiate processors towards meeting export demands by the exporters
• Profile commodity specific export standards and design appropriate measures for integration into local context
• Supervise technical and field-based project activities, including but not limited to market linkages, expansion of production and processing aspects of target value chains, engagement of the private sector, and capacity building for local partners
• Facilitate the development of scientific models to support producer pricing of the selected commodities
• Design strategies to improve producers and buyers intermediation for all the mandated value chains
Monitoring and Evaluation and stakeholder Management
• Lead the design and implementation of project/programme evaluation systems
• Undertake Monitoring and learning sessions for the categories of stakeholders
• Identify relevant stakeholders, undertake stakeholder analysis and design innovative strategies to manage for best results
Programme/Project Development and Implementation
• Develop and facilitate the training and capacity building of value chain actors and export demands
• Facilitate development, deployment and integration of quality standards into specific value chain activities
• Design solutions for gender mainstreaming into the value chain commodities projects /programmes
• Identify, develop and maintain relationship with both public and private sector partners and relevant value chain actors
• Facilitate the development of relevant regulatory schemes to support medium to long term financing of TCDA projects/programmes
• Deploy best management practices to align the project/programme strategies to global standards
• Identify and collaborate with relevant projects/programmes to strengthen the high ends of the mandated value chains
• Design solutions to promote viable business models for a robust market information systems
Monitoring and Evaluation and stakeholder Management
• Lead the design and implementation of project/programme evaluation systems

• Identify relevant stakeholders, undertake stakeholder analysis and design innovative strategies to manage for best results

PREFERRED SKILLS & EXPERIENCE
• Certified Project Management Professional with a minimum of 10 years proven experience in the design and management of national value chains programmes
• Advanced practical experience in management of the TCDA mandated Value Chains
• Well abreast with the demands and dictates of the TCDA ACT (ACT1010)
• Self-motivated with passion and commitment to the development of the mandated value chains
• Up to date on occurrences and trends in the mandated value chains both national and globally
• A clear understanding of future outlook of the mandated value chains
• Self-disciplined and ability to work in teams
• Well organized personality and able to meet deadlines
Qualification Required & Experience
• Master’s degree in agriculture, agriculture administration, agribusiness development or related field from an accredited academic institution
• Minimum of Ten years of experience in agriculture and agribusiness management
• Excellent written and spoken communication skills in English
• High proficiency in at least two (2) local languages will be added advantage
• Must be a member of recognized professional body
