The service of a Monitoring, Evaluation and Learning (MEL) Advisor is needed t Crown Agents. 

Job Description 

The Monitoring, Evaluation and Learning (MEL) Advisor will be responsible for directing and overseeing the MEL systems of the activity, including the design and implementation of a comprehensive MEL framework by developing appropriate indicators and implementing systems to safeguard the collection and management of program data.

Reporting to the Chief of Party (COP), (s)he will supervise MEL reporting functions to generate, share, synthesize and apply data to support effective and adaptive management.

The MEL Specialist will also train project staff and liaise with USAID/Ghana on MEL reporting requirements and program learning strategies.

Qualification, Skills And Experience 

The candidate for the position of Monitoring, Evaluation and Learning Advisor at Crown Agents shall have at a minimum the following qualifications:

Education

  • A Master’s degree or advanced degree in social science, management, international development, monitoring and evaluation, or a related field; or a bachelor’s degree and two additional years of work experience.

Skills And Experience

  • A minimum of 8 years of related work experience, with experience managing and implementing monitoring, evaluation and learning systems for donor-funded programs, preferably within multi-sector programs in Ghana or in Africa;
  • At least 5 years in a senior management or leadership position;
  • Experience working on USAID-funded projects preferred;
  • Good experience with qualitative and quantitative research approaches, knowledge management and organizational learning, survey and research tool design, data collection and statistical analysis, qualitative research;
  • Knowledge and familiarity with statistical analysis software;
  • Demonstrated track record in managing resistance to change, and understanding of organizational culture and learning;
  • Experience leading organizational and peer-to-peer learning, capacity strengthening, and collaborative learning and adaptation;
  • Excellent oral and written communication skills; and
  • Proven influencing, interpersonal and presentation skills.

Language

Fluency in English is required, and fluency in a local language is preferred.
